Yakgwa are traditional Korean cookies that are fried twice and then soaked in a honeyed syrup, resulting in a crisp exterior that’s deeply infused with sweet, spiced flavor.

Jeanelle followed Maangchi’s yakgwa method with only minor tweaks; the version below summarizes that process in clear, practical steps while preserving the authentic textures and flavors.
What Ingredients are used in Yakgwa?
Yakgwa combines simple pantry staples with a few distinctive elements. The dough relies on all-purpose wheat flour and oils for structure and richness, while ginger, honey, and a touch of cinnamon bring warmth and aroma. An important traditional addition is unflavored soju, which contributes a subtle depth and helps keep the final cookie tender. For the finishing syrup, more honey, ginger, water and a little sugar create a thin, fragrant soak.

How Do You Make Yakgwa?
The process has three main parts: make the dough, prepare the honey syrup, and fry the cookies twice before soaking them. The dough is created by combining dry ingredients with sesame and neutral oils, then integrating a wet mixture of grated ginger, honey, unflavored soju, salt and a pinch of black pepper. After the dough is rolled and cut, each piece is fried at a low temperature, rested, then fried again at a higher temperature to achieve the classic texture. Finally, the fried cookies rest in a warm honey syrup for several hours to absorb flavor and become glossy and tender.

Mix wheat flour, sesame and cooking oils, and cinnamon until the flour is evenly coated and lumps are removed.



Prepare ginger juice by grating fresh ginger and squeezing the pulp to extract the liquid. Combine the ginger juice with honey, soju, salt and a pinch of black pepper until the honey dissolves.


Combine the wet and dry mixtures and knead briefly until a slightly springy dough forms. Roll out the dough to approximately 1/3 inch thickness, cut shapes with cookie cutters and poke a small hole in the center of each piece to help the oil circulate while frying.




For the honey syrup, heat ginger juice, honey, water and sugar together until the sugar dissolves and small bubbles form. The syrup should remain fairly thin so the cookies can soak evenly.



Fry the shaped cookies twice: first at a lower temperature to cook them through and create a firm structure, then at a higher temperature to develop color and a crisp outer layer. Drain excess oil after frying and let the cookies cool slightly before soaking.




Submerge the fried cookies in the warm honey syrup and allow them to sit for at least three hours, flipping occasionally so both sides absorb the syrup evenly. After soaking, top each cookie with a single pine nut or your preferred garnish and serve.

Yakgwa (Korean Deep Fried Honey Cookies)
Ingredients
- 2 cups (240g) all-purpose wheat flour
- 2 tablespoons (28g) sesame oil
- 1 tablespoon (14g) cooking oil vegetable, avocado, etc.
- ½ teaspoon cinnamon powder
- 2 teaspoons ginger juice grated and squeezed
- ¼ teaspoon salt
- a pinch of ground black pepper
- ¼ cup (85g) honey
- ½ cup (110g) soju unflavored/plain
- 1 teaspoon ginger juice grated and squeezed
- ½ cup water
- ½ cup (170g) honey
- 1 tablespoon sugar
- ¼ teaspoon cinnamon powder
- cooking oil for deep frying
- pine nuts for garnish
Method

In a large mixing bowl, sift the wheat flour. Then drizzle in sesame oil and cooking oil. Add the cinnamon powder and mix while removing lumps.

If you have ginger root, you will need to turn this into ginger juice by grating and squeezing. Make sure to make enough for the dough and the honey syrup!

In a small bowl, mix the ginger juice, salt, honey, soju, and black pepper until well combined and honey is dissolved.

Add this to the wheat flour mixture and mix or knead until a dough is made.

On a lightly dusted surface, roll the dough out to about ⅓ inch thick with a rolling pin. The dough will be a little springy.

Shape your cookies using fun cookie cutter shapes. Use a smaller size as they will expand when frying. Poke a single hole in the middle of each cookie.

Begin heating your oil for deep frying. You want to target 250℉ for oil temperature.

In a large saucepan, combine ginger juice, honey, water, and sugar. After frying, the cookies will soak in the mixture so make sure the sauce pan you choose is big enough.

Cook this over medium heat for 10-12 minutes or until little bubbles begin to cover the surface. The final consistency should be runny.

Drop the cookies in the frying oil heated to 250℉, and fry for about 5 minutes or until the cookies are light brown on both sides after flipping.

Remove cookies from oil and set aside. Raise the oil temperature to 330℉.

Fry the cookies again at this higher temperature for about 2 to 3 minutes until they turn dark brown.

Remove the cookies from oil and place somewhere the excess oil can drain. This could be a wire rack on a baking pan or a plate with paper towels.

Next, add all the cookies to the honey syrup mixture and let them soak for 3 to 4 hours. Be sure to flip them so both sides of the cookie soak up the sweetness

Once the soaking process is over, garnish with a single pine nut (or whatever garnish you’d like). Serve and enjoy!
